ABSTRACT
Industrial area development requires spatially informed decision support to ensure that site selection aligns with physical, environmental, and spatial planning considerations. This study aims to evaluate land suitability as a spatial decision support framework for industrial project development in the Ngoro Industrial Area using a Geographic Information System-based Spatial Multi-Criteria Analysis (SMCA) approach. A quantitative evaluative method was applied by integrating the Analytic Hierarchy Process (AHP) to determine criteria weights and a weighted overlay analysis to generate land suitability maps. The criteria include accessibility, physical land characteristics, infrastructure availability, and spatial planning conformity. The results indicate that land-use designation is the most influential factor in determining industrial site suitability, with the highest weight of 0.310, followed by soil fertility and proximity to rivers. The land suitability analysis shows that more than 80% of the Ngoro Industrial Area falls within suitable to highly suitable categories, indicating strong potential for industrial project development. However, the presence of less suitable zones highlights the need for spatial control and environmental risk mitigation in future industrial expansion. This study contributes to the development of a spatial decision support framework for industrial project planning by integrating SMCA-based land suitability assessment with project-oriented spatial planning. The findings provide a data-driven basis for investment decision-making, industrial spatial planning, and sustainable industrial area development.
